What does "Work-to-Rule" mean to the Alta Loma tenured teachers?

Below we are providing examples of how our modified "Work-to-Rule"
program is to be implemented over the next two weeks. Should you have
any questions on how you can implement any of these changes, please
contact your crisis reps and they will provide you with specific
suggestions on how to accomplish these goals.

Question: What is "Work-to-Rule"?
Answer:  Work To Rule Is Not A Strike!  Work To Rule is limiting our activities to school
related duties that are mandated by law and your collective bargaining contract.
In our case, ALEA  is asking all members to participate in a modified "Work-to-Rule"
program that focuses our activities to arriving and leaving school during the designated
teacher work hours. We will be updating our activities in two weeks. These updates will be
presented through this web site.

Example: Come to school as required by contract 15 minutes before school instruction
and leave school at the end of the student day. (Under your contract, you must arrive 15
minutes before your first class begins and leave when your professional duties and
responsibilities are concluded and/or leave at the end of the student’s day).

Question: What are my professional responsibilities?
Answer:   Any activity paid to perform, such as:
Coaching
PALS
General Leadership
BTSA Mentors  
Title I Coordinator
Any paid positions that require before and after school responsibilities
Non- paid professional responsibilities
Before/after school parent meetings
Before/after school volunteer duties
All teachers, as mandated by the contract, must attend general staff meetings.

Question: How do I act and what is expected of me during "Work-to-Rule"?
Answer: Teachers must arrive at school 15 minutes before school starts. As a show of
solidarity to your union and community, it is requested that all teachers enter the building en
masse.  At the end of the day, all teachers are again requested to leave the building en
masse  together and not return to the school site until the next school day. Suspend
attendance from all voluntary meetings and duties, e.g., Site Council, department meetings,
district level meetings, etc.  For the elementary teachers, on modified days, teachers should
leave en masse 90 minutes after the student dismissal.

Question: How does "Work-to-Rule" affect teacher preparation?
Answer:   In regards to paper grading, after school hours used for grading papers are
voluntary, and therefore should be suspended during the "Work-to-Rul
e" period.  Teacher
classroom preparation is another issue that under "Work-to-Rule" will require some
modifications. ALEA recommends that teachers prepare for their classes during regular
school hours.

Question: How does "Work-to-Rule" affect field trips:        
Answer:  During our first 2 week "Work-to-Rule" period, teachers can make their own
choice as to whether or not they wish to participate in non-paid field trips.

Question: How does "Work-to-Rule" affect after-school activities that are non-paid?
Answer: Given the initiative of the Vineyard JHS staff NOT to participate in
the writing of the application for the California Distinguished School Award,
ALEA is recommending that all tenured teachers not participate in any
before-or after-school non-paid activities
 ( school awards or applications, student
dances, sports, clubs and performances, etc
.).  

Question: How does "Work-to-Rule" affect homework?
Answer: The teacher voluntarily assigns homework. It is recommended that during the
"Work-to-Rule" period homework should be suspended if grading the homework
necessitates teachers grading papers after school.

Question:  How long will "Work-to-Rule" last?
Answer:   "Work-to-Rule" will be evaluated every two weeks, based on how negotiations
with the district progress concerning the 2006-2007 contract.

Question:  How will "Work-to-Rule" affect Parent Conferences?
Answer: Teachers should schedule conferences during the regular school day business
hours, which would correspond to your normal student contact day. It is recommended that
you only conference students designated at risk of failure by documentation and your
special education students. There is no language in the contract or California Ed. Code that
mandates conferencing with the parents of all students, and our contract under "entire
agreement"  specifically states that "past practice" is not binding on either party.  

Question:  How do I act/communicate during "Work-to-Rule"?
Answer: Attend all school board meetings, dress in black clothes on Wednesdays ("Black
Wednesdays”), and follow all ALEA directives. All new ALEA directives will be posted on this
web site; check back regularly.


Question:  What will the teachers of the Alta Loma School District gain by participating in
"Work-to-Rule" action?
Answer: The goal once again is to make sure we gain our "fair share" of the monies given
to the Alta Loma School District by the State. Also, we want to make the Alta Loma School
Board aware that they can no longer balance the school districts budget by giving teachers
less than adequate  pay raises. Finally, we want to enlighten the community that the Alta
Loma School Board has exhibited poor fiscal management, resulting in millions of dollars
being wasted that could have been available for teacher compensation.

Question:  Why has the School District received 8.4% in monies this year and are only
offering a 1.4% increase in compensation for this school year to our highly qualified
teachers?
Answer: This is a question that should be asked of your individual Alta Loma School Board
member.
